In late August, the South Coast Air Quality Management District (SCAQMD) issued violation notices to several contractors and the Manhattan Beach Unified School District “for the illegal removal, handling and disposal of asbestos last week at a  local High School.”


The violations stemmed from a complaint received by SCAQMD on August 16th, alleging that asbestos-containing flooring material was being disturbed in a storage room in the school library. According to the complainant, the work took place while some students, parents and staff were present for registration. The agency dispatched inspectors to the school the same day and discovered that workers had used a power grinder on flooring material in the storage room. Tests then conducted by SCAQMD and the school district’s asbestos contractor confirmed that the flooring material contained asbestos.


“During demolition and remodeling activities it’s not uncommon to encounter flooring materials, such as sheet vinyl, vinyl or asphalt floor tiles, that contain asbestos,” said Michael Chapman, Laboratory Manager at LA Testing’s Huntington Beach facility. “Any associated paper-like backing, mastic, adhesives or glues may also have asbestos. Even without construction taking place, asbestos-containing flooring can become friable over time and in some circumstances release fibers into the air just due to normal activities. In this instance, the flooring should have been tested before it was disturbed so the proper safety precautions could have been put in place.”


The only way to know for sure if floor tiles, mastics or glues contain asbestos is to have them tested. Fortunately, asbestos testing is quick and inexpensive.
