California’s unique geology makes it one of the nation’s hotspots for naturally occurring asbestos (NOA), posing an ongoing public health concern. Minerals such as chrysotile, tremolite, and actinolite are commonly found in serpentine rock, the state’s official rock. Serpentine rock is widespread throughout the Sierra Nevada foothills, Coast Ranges, and parts of Southern California.

 

These asbestos-containing minerals can release hazardous fibers into the air when disturbed by construction, erosion, grading, or even recreational activities. Once airborne, these microscopic fibers can be inhaled, increasing the risk of serious illnesses such as lung cancer, mesothelioma, and asbestosis.

 

In California, people living in or near NOA zones face elevated risks, particularly when development projects disturb the soil. The risk is compounded by the state’s dry, windy climate, which can more easily disperse asbestos fibers into the air when soil is exposed.

 

To address these risks, California has implemented regulatory measures to monitor and control exposure, especially through the California Air Resources Board (CARB). Specific regulations limit construction activities in NOA-rich areas and require dust control plans and public notifications. However, residents in rural and semi-rural areas where oversight is less stringent may still face exposure risks.
